What clauses in the constitution make the deal to give lousiana vermont and nebraska funding for medacaid?

Recently, a few states were given millions to pay for medacaid. In order, to buy votes. I believe that there is a clause in the constitution that prohibits favorable treatment for one state over the other. Can someone remind me? Or give me a new reason?

The 14th Amendment guarantees Equal Protection under the law. Giving single States an exemption from federal taxes which apply to all other States, while they still receive the benefits is a violation of the Equal Protection clause, in my opinion.

    We are so far beyond the Constitution now that your question is irrelevant. Madame Pelosi said last week that they are not bound by anything in getting this mess passed into law. When a reporter asked her about the constitutionality of the HR act she just said – "Seriously?? Next question".

    In other words there is no reason.
